Announcement on E-Bike Safety

If elected in 2027, the NSW Opposition will introduce a license plate scheme for e-bike riders under the age of 18 to improve safety and compliance.
Recently in Manly, I was joined by the Leader of the New South Wales Liberal Party, Kellie Sloane MP and Deputy Leader and Shadow Minister for Transport Natalie Ward MLC to announce a nation-leading e-bike licence-plate scheme for riders under the age of 18 in NSW. If elected, the NSW Opposition will implement this practical, low-cost measure to improve safety, strengthen accountability and support responsible riding in our community.
In simple terms, our policy means that every rider under the age of 18 will require a registered e-bike licence plate displayed on the bike they’re using.
Following extensive consultation with local residents, businesses, councils, safety experts and community organisations, the requirement will also extend to:
Recent Government announcements on speed limits and education programs are welcome, the reality is that these reforms mean very little without the ability to enforce them on the ground.
Our proposed licence-plate scheme will give local authorities practical tools to identify problematic riders, enhance accountability, and support community safety. Riders aged 18 and over using privately-owned e-bikes will remain exempt, ensuring the policy is targeted, proportionate and focused where it matters most.
In light of the tragic incident in the Sydney CBD, in which an e-bike rider lost their life, we are calling on the Minns Labor Government to adopt our policy as a matter of urgency.
What about rider education?
Education will also be central to these reforms, with expanded safety initiatives to ensure young riders understand both the risks and responsibilities associated with modern e-bike technology.
When will this come into effect?
The NSW Liberals will implement this licence-plate scheme once elected to government after the March 2027 state-election. Until then, we encourage the Minns Labor Government to act now and adopt our scheme.
